2002-2003 Rule Clarifications
The following clarifications come from Tom Hamill,
USQRA Commissioner.
PUSHING
In consultation with the USQRRA, the Commissioner clarifies the pushing
rule as follows: A player may assist a member of his or her team by
hitting that teammate, however, a player may not contact and continue to
push that teammate without disengaging, which would be considered pushing.
This clarification is designed to bring consistency to the USQRA
interpretation of this rule and is in contrast to the IWRF's
interpretation.
DOUBLE BUMPERS
In conjunction with the Wheelchair specifications Committee, the
Commissioner clarifies that on a front end with an upper and lower bumper,
only the widest bumper requires a support piece at a 45 degree
angle to the frame.
TEAM TRANSFERS
The Executive Board has adopted the following Resolution: Teams requesting
the option to transfer must provide the Commissioner with a phone number
where the decision maker for the team can be contacted on January 15.
Comencing that day at 1:00 p.m. Eastern time, the Commissioner shall
contact each team requesting a transfer, in ranked
order, and provide the team with their tranfer options. The transferring
team may then take up to 30 minutes to decide which option to accept, if
any. Failure to notify the Commissioner of the team's decision within 30
minutes shall constitute rejection of all options. Teams shall be informed
of all relevant information at the time of their decision,
including transfers completed and teams yet to decide.
TRANSFER REQUESTS
Team transfer requests are due to the Commissioner on January 15; they
will need to arrive by noon that day. The request can be sent with a $50
check by mail or other land delivery method (Fed Ex, UPS) to:
