PARALYMPIC SELECTION CRITERIA

ATHLETE SELECTION CRITERIA
I. Selection System
The process for selecting the 2000 Paralympic Quad Rugby Team will begin with the
identification of players throughout the United States Quad Rugby Association (USQRA). The
USQRA Regional Assistant Commissioners (RAC's) will submit a list of players in their
regions to be considered for tryouts after consulting with the coaches in their regions.
The RACs will make a preliminary ranking of the players to assist the selection committee.
The selection committee will review the list and identify 42 players to be invited to
tryouts. Any player who feels he has been unfairly excluded from tryouts may appeal,
through his coach, to the USQRA Executive Committee.
Tryouts will be a two stage process to help insure the best team possible. At the first
tryout camp, the coaching staff will choose 18-20 players who will be invited back for a
second camp. At the second tryout camp, twelve players will be selected as the 2000
Paralympic Team. Additionally, seven players will be selected as alternates. This allows
for one player in each of the functional classes as an alternate. The selections will be
made by the team coaching staff according to the quantitative and qualitative criteria
determined by the head coach.
Each player attending the tryout camp will be tested and timed in the following skills:
Sprints, Cone weave, Cone weave with ball, Up and backs. After observing drills,
scrimmages and games, the coaching staff will evaluate each player in these ten
categories: Coachability, Communication, Defense, Experience, General shape, Hands,
Picking, Size for role, Speed and Teamwork. The coaching staff will use these evaluations
to help select the team while taking into account the constrictions of the rugby
classification system. Everyone playing rugby is assigned a classification based on their
functional ability. These classifications range from 0.5 points to 3.5 points. A team
fields four players at a time whose classifications total no more than 8.0 points. The
coaching staff will select a team that allows them to field a variety of eight point
lineups in order to maximize the team's ability to adjust in competitive situations.
II. DISCRETIONARY SELECTIONS
The selection of players invited to tryouts is based on subjective evaluation by the
selection committee. There are no discrete, objective measures to base the selection of
quad rugby players. The Paralympic Selection Committee will have representation by players
and coaches from all four sections of the country to insure all players eligible receive
proper consideration. The members of the committee will be chosen for their knowledge of
quad rugby and their experience on the national and international level.
The coaching staff will make the final selection of the team after observing players at
the tryout camps.
The USQRA Executive Committee will supervise and monitor the process throughout.
III. REPLACEMENT OF ATHLETES
In accordance with applicable USOC/WSUSA/USQRA hearing procedures, an athlete who has been
selected to the 2000 Paralympic Team may be replaced if a USOC or WSUSA physician
certifies that an injury or illness will prevent them from 100% participation at either
the final preparation activities or the 2000 Paralympic Games. An athlete will be removed
from the team if he receives a positive drug test for a banned substance, fails medical
control procedures, is the recipient of USOC/WSUSA/USQRA disciplinary action (i.e. code of
conduct violation) or voluntarily resigns after they have been selected to the team.
IV. TRYOUT SITES AND EVENTS
Initial tryouts for the 2000 Paralympic team will tentatively be held Dec 10th-12th, 1999.
The second camp will tentatively be held June 17th-20th, 2000. The date will be contingent
on securing appropriate sites for tryouts. At this time the first choice is the U.S.
Olympic Training Center in Colorado Springs, Colorado.
V. PUBLICITY/DISTRIBUTION PROCEDURES
All Regional Assistant Commissioners will be briefed on the selection process. The process
will also be distributed to every team representative through the USQRA newsletter. The
selection process will also be made available on the USQRA web page, www.quadrugby.com
. VI. DATE OF NOMINATION
Athletes will be named to the 2000 Paralympic team on the last day of the tryout camp. The
date and site of the tryout camp has yet to be determined.
VII. MANDATORY TRAINING
Once the team has been selected, mandatory training sessions will be arranged for two
occasions:
August 2000 Weekend training camp (Date and site to be determined)
Sept 2000 Weekend training camp (Date and site to be determined)
An athlete who is unable to attend a training session because of medical or personal
emergency must petition the coaching staff. It is the decision of the coaching staff to
accept or deny the petition.
VIII. ATHLETE REPRESENTATION
The Paralympic Selection Committee will be comprised of the four RAC's, the coaching staff
and the President of the USQRA. It should be noted that three of the four RAC's and the
President are active quad rugby players. If any of these individuals wish to be considered
for tryouts, they will be replaced on the committee.

TEAM LEADER SELECTION CRITERIA
1. NGB/DSO prerequisites for the Team Leader position:
All applicants for the position of team leader should have team management experience on a
national level; international experience is helpful. All applicants for the team leader
position must also have given of their time to advance the sport on the local and national
levels. Applicants must submit a written request with their intention to serve as team
leader along with a resume by June 30th.
2. Intended method of screening and selecting a Team Leader:
Resumes and letters of intent for the team leader position will be submitted to the United
States Quad Rugby Association (USQRA). The resumes will then be forwarded to the head
coach and selection committee for review. The selection committee will select the team
leader based on the resumes and input from the head coach.
In accordance with applicable USOC/WSUSA/USQRA hearing procedures, a team leader who has
been selected to the 2000 Paralympic Team may be replaced if a USOC or WSUSA physician
certifies that an injury or illness will prevent them from 100% participation at either
the final preparation activities or the 2000 Paralympic Games. A team leader will be
removed from the team if they are a recipient of USOC/WSUSA/ USQRA disciplinary action
(i.e. code of conduct violation) or voluntarily resigns after they have been selected to
the team.
3. Group, committee or individual within your NGB/DSO will select the staff assigned
to your sport:
The selection committee will consist of the USQRA Executive Committee. Any member of the
Executive Committee who applies for a staff position will be replaced as a member of the
selection committee. The committee now includes: Ed Suhr (player from Portland, OR), Bob
Jackson (player from Chicago, IL), Wendy Gumbert (coach from Atlanta, GA), John Bishop
(player from West Palm Beach, FL), Kevin Orr (coach from Birmingham, AL) and Eddie Crouch
(player from Tennessee).

COACH SELECTION CRITERIA

All applicants for the position of head coach must meet the requirement of having
experience as a head coach in international quad rugby competition. Applicants for the
assistant coach position should have quad rugby coaching experience on a national level;
international experience is helpful. All applicants for coaching positions must also have
given of their time to advance the sport on the local and national levels. Applicants must
submit a written request with their intention to serve as coach along with a resume by
June 30th.
