SECRETARY GREETING Welcome to the start of the 1997-1998 rugby season. While you were enjoying your summer, I became a grandmother. Being old enough to be a grandmother has been difficult but being a grandmother is cool. Alexandria is quite beautiful and as soon as she learns to sleep through the night, she will probably be ready for college. I hope that your summers have been just as wonderful as mine. Included in this newsletter, is the official roster for 1997-1998 with DETAILED instructions, a tentative schedule of events for the season with contact names, Information on the World Championship team, a list of referees, a copy of the 1997 minutes and a list of the current board and committee members. PLEASE read the newsletter. I only sent one copy of the ROSTER per team so that I have one main person to contact. PRESIDENTS MESSAGE I hope everyone has had a pleasant summer. It was very eventful for some of us. The US National Team went to Australia to compete in the Australian National Championships. The team performed very well and won the tournament with a victory over South Australia. The team then went to New Zealand to play a tournament and compete against the New Zealand National Team. Once again, the team played extremely well and defeated the Kiwis for the second year in a row. The trip was a great experience for everyone. I would like to thank the players and staff for doing a great job and representing our country and organization in exemplary fashion. I would especially like to thank Wendy Gumbert, Teresa Skinner, Steve Wagner and Judy Pfiester for their hard work and dedication. Now that Labor Day has come and gone, it is time to gear up for another rugby season. The upcoming season should be interesting and exciting. It sounds like there will be some lineup changes on a few of the top teams but the competition will remain high. Now is the time to plan your season. To help you out, John Bishop and the Fundraising Committee have put together a raffle that will help raise money for the USQRA and its member teams. Take advantage of this opportunity so that your team can attend another tournament or buy that equipment that you need. The Fundraising Committee will continue to work throughout the year to raise money for our organization. This year all of the PVA/USQRA clinics have been scheduled in late Summer and early Fall. There will be basic clinics in Kentucky and Mississippi and an advanced clinic in Phoenix, Arizona. These clinics are a great opportunity to learn more about the game and sharpen your existing skills. Check the calendar for exact dates and locations. Once again, I want to thank PVA for their continued support. I also want to thank Top End for their support of the clinics. The organization needs everyones help to run smoothly. Please submit your rosters and dues promptly so that we can plan for the season. It is not too early to look ahead to Regionals and Sectionals. Anyone who is interested in hosting one of these tournaments should contact Judy so we can set dates and begin to finalize the schedule. Im looking forward to an exciting and competitive season. I wish everyone luck and look forward to seeing on the court. FUND RAISING OPPORTUNITY In an effort to assist you with your fund rai$ing needs, the USQRA has organized it's first ever national raffle. This raffle is designed to help all USQRA members and teams with their quad rugby fund raising needs. Details were mailed out to all team reps several weeks ago by US mail. WORLD CHAMPIONSHIPS Staff Location Players UNITED STATES OLYMPIC COMMITTEE NGB/DSO: Wheelchair Sports, USA SPORT: Quad Rugby 1. What are your NGB/DSO prerequisites for Coaches positions? All applicants for the position of head coach must meet the requirement of having experience as a head coach in international quad rugby competition. Applicants for staff positions should have quad rugby coaching experience on a national level; international experience is helpful. All applicants for coaching positions must also have given of their time to advance the sport on the local and national levels. Applicants must submit a written request with their intention to serve as coach along with a resume. 2. Describe the intended method of screening and selecting staff for the Coaches positions at the Games above? Resumes and letters of intent for the head coachs position will be submitted to the United States Quad Rugby Association. Resumes will then be forwarded to the committee for review. The committee will evaluate and rank the applicants and conduct interviews as necessary. The resumes for the assistant coaching positions will be submitted to the USQRA. The resumes will then be forwarded to the head coach for review. The head coach will evaluate the applicants and make a recommendation to the selection committee for approval. In accordance with applicable USOC/WSUSA/USQRA hearing procedures, a coach who has been selected to the(Paralympic ) Team may be replaced if a USOC or WSUSA physician certifies that an injury or illness will prevent them from 100% participation at either the final preparation activities or the (Paralympics Games.) A coach will be removed from the team if they are a recipient of USOC/WSUSA/USQRA disciplinary action (ie code of conduct violation) or voluntarily resigns after they have been selected to the team. 3. What group, committee or individual within your NGB/DSO will select the staff assigned to your sport? The selection committee will consist of the USQRA Executive Committee. Any member of the Executive Committee who applies for a staff position will be replaced as a member of the selection committee. UNITED STATES OLYMPIC COMMITTEE SPORT: Quad Rugby NGB/DSO:
Wheelchair Sports, USA I. SELECTION SYSTEM The process for selecting the Quad Rugby Team will begin with the identification of players throughout the United States Quad Rugby Association. The USQRA Regional Assistant Commissioners (RACs) will submit a list of players in their regions to be considered for tryouts after consulting with the coaches in their regions. The RACs will make a preliminary ranking of the players to assist the selection committee. The selection committee will review the list and identify 42 players to be invited to tryouts. Any player who feels he has been unfairly excluded from tryouts may appeal, through his coach, to the USQRA Executive Committee. At tryouts, 12 players will be selected as the Team. Additionally, seven players will be selected as alternates. This allows for one player in each of the functional classes as an alternate. The selections will be made by the team coaching staff according to the quantitative and qualitative criteria determined by the head coach. II. DISCRETIONARY SELECTIONS The selection of players invited to tryouts is based on subjective evaluation by the selection committee. There are no discrete, objective measures to base the selection of quad rugby players. The Selection Committee will have representation by players and coaches from all four sections of the country to insure all players eligible receive proper consideration. The members of the committee will be chosen for their knowledge of quad rugby and their experience on the national and international level. The coaching staff will make their final selection of the team after observing players at the tryout camp. The USQRA Executive Committee will supervise and monitor the process throughout. III. REPLACEMENT OF ATHLETES In accordance with applicable USOC/WSUSA/USQRA hearing procedures, an athlete who has been selected to the Team may be replaced if a USOC or WSUSA physician certifies that an injury or illness will prevent them from 100% participation at either the final preparation activities or the Games. An athlete will be removed from the team if he receives a positive drug test for a banned substance, fails medical control procedures, is the recipient of USOC/WSUSA/USQRA disciplinary action (ie code of conduct violation) or voluntarily resigns after they have been selected to the team. IV. TRYOUT SITES AND EVENTS Tryouts for the team will be held as soon as possible after the announcement that quad rugby will be part of the *. The date will be contingent on securing an appropriate site for tryouts. V. PUBLICITY/DISTRIBUTION PROCEDURES All Regional Assistant Commissioners will be briefed on the selection process. The process will also be distributed to every team representative through the USQRA newsletter. VI. DATE OF NOMINATION Athletes will be named to the team on the last day of the tryout camp. The date and site of the tryout camp has yet to be determined. VII. MANDATORY TRAINING An athlete who is unable to attend a training session because of medical or personal emergency must petition the coaching staff. It is the decision of the coaching staff to accept or deny the petition. VIII. ATHLETE REPRESENTATION The Selection Committee will be comprised of the four RACs, the coaching staff and the President of the USQRA. It should be noted that three of the four RACs and the President are active quad rugby players. If any of these individuals wish to be considered for tryouts, they will be replaced on the committee. CLASSIFICATION CLINIC The USQRA would like to hold classification clinics at events that include teams who have not yet been classified at Regionals or Sectionals. Wright State Tournament in Ohio and Beast of the East Tournament in Philadelphia are tentative locations for clinics. Teams who would like to participate in these tournaments should contact the host for information. If your team would like to host a classification clinic at a tournament, a written request must be submitted to the USQRA office. A budget must be included if you wish to receive any funding from the USQRA REFEREE INFORMATION I really need your help to make the list of referees current. After the AGM, a letter was sent to ALL known referees. This letter informed members of the formation of a interim committee to restructure, revise and reinvigorate the existing association of referees. Darren Roberts was appointed interim chairman of the executive committee. Kelli Kal, Bob Lopez, Ric Costow and Dennis Snook are on the committee. Many of the letters were returned as address unknown or no response was received. Please look over the referee list. If a referee who works with your team is missing, have them contact Judy with this information. THANKS REFEREES 1998 These Officials have provided the organization with current addresses and telephone
numbers: These Officials either did not respond, or their addresses were incorrect. If you know of any other active referees that are not listed above, please provide Judy with their current telephone number and address so that we may contact them about the activities of their organization. NATIONAL TOURNAMENT BID We have received one bid to host Nationals however it is for an eight team tournament. We are accepting additional bids for Nationals. If you are interested please submit your bid by October 15th to Judy. We are still for looking for hosts for Regionals and Sectionals. Bid packages are available upon request. RAC POSITION After five years of service, Buddy Wachstetter has resigned from his position of RAC of the Southwest Region. We would like to thank him for all his contributions to our sport.
